Just a thought, Semantic Manipulation could be looked at as a person or a body of people or any organizations that represents special interest, bending or distorting rules, laws or guidelines for the sake of profit or power.

(2) Why the pattern is good (i.e. bad)

We would like to think that we set up a society were everyone is equal under the law. To rename or reliable something for the pursuit of wealth or power, or to use your influence to bend the rules to attain results based on self can be classified as gerrymandering. Were this could be viewed practically dangerous is when we discuses bad motives for good ones. "Examples later."
