The word "oligarchy" from the Greek words olígos, which means "few," and archo, which means "to rule". It's form of government that has most of the political power vested with a small group of people, typically the people who have the most wealth, military strength, ruthlessness or political influence.Can be secretive in nature.
How It Works
A governing body, small in comparison to whom it rules, or a elitist group of people that exerts a strong influence on the policies of government, can be secretive in nature.
