Motivation
From civicintelligence
Civic intelligence seems to be a critical, under-appreciated resource. (Maybe it's the missing ingredient?)
How can it be useful? Under what circumstances? (But I'm not sure we answer these questions here. We probably want to say that helping to establish its usefulness (or lack) is important.
How can we find out about it? What do we need to do?
How do we make it the basis for meaningful action?
