HOA - Community Building: A local example of Civic Intelligence in action

A local community called Horizon Pointe has developed a very well organized and operated Home Owner's Association. When the developer pulled out of the managing of it, the community home owners stepped up and pulled together a very successful HOA that is doing a great job of building a community that is a prime example of Civic Intellegence.
