Design Statement

The more CIRAL is able to cultivate its own capacity for civic intelligence, the more likely it will be to foster it elsewhere in the projects and partnerships it undertakes. As procedures are developed, they should always strive to honor the collective wisdom of groups, and resolve issues that arise in an egalitarian way.
